What I meant with this statement is that for companies that expect only hi-fi sign off, new features will always need designing before being approved, usually in Photoshop or the equivalent. When you adopt a low-fi sign off process it changes the mentality of the wider team, particularly management and new last minute features can be designed and developed within the application without the need to design then in Photoshop first.
